Why can you not simply change operating systems to something like Linux or install a version of Windows from before July 1 or use a virtual machine? Wouldn’t this get around Net Nanny?

The word is “回避” not “会避” or ”会“ + ”避.”
Unless this word has recently decided to change itself, I’m fairly certain I’ve used the correct character.
